Senators give tentative OK for an anti-HIV plan that would give addicts clean syringes

AUSTIN - Drug abusers would be able to exchange contaminated hypodermic needles for clean ones at neighborhood clinics, no questions asked, under legislation tentatively approved by the Senate on Tuesday.
